Your gage is probably off. Make sure you have the bigger micron rated filter your engine was designed for. Since you have the correct oil pressure at 2500. Really, you should check it at Harley's 2000 where they engineered it to be checked.
There is a pressure relief in the cam plate that the cams run in their outer bearings and act as a valve distribution and for oil pump support.
This relief valve is set at 30 lbs or so. If you have that, at 900-1100, you probably have 5-10 lbs with 20W-50, 50W or 60W oil. That 30 would leave plenty of lubrication for the little idling a Harley does. On the TC's, they were specially designed so as not to have above 12 lbs or so oil pressure so the oil injectors at the cylinder bases do not work at idle. Injectors are set to about 18psi to open. The engine can stand short term heat at idle better than the oil.

The best thing you can do is stick a piece of duct-tape over your gauge, so you can ignore it! My favourite indy would ban them on Harleys - they cause more problems with new owners than they are worth! In over 40 years of Harley ownership I have never owned one with an oil pressure gauge, but have lived to tell the tale......

Ever notice why they never have oil temp/cooling conversations in the Softail forum? No oil temp gauges.

This thread reminds me of my (comical) early experience after installing my OPG. On cool startups my gauge read, (and still does), close to 40 psi. First time, during a particularly hot run, I noticed my OPG it was reading almost nothing at idle. I damn near **** !!
The value in these things is in getting to know what typical readings are when hot, cold, at idle, and running so atypical readings can tip you off if something starts going wrong.
They aren't magic but better than the "you're fvcked now" light, IMHO.

All the manuals I ever read state to check OP at rated RPM's, should be 30-32 ish. The gauge is calibrated on the low end different than above the 10 psi mark. FWIW, the low oil psi light is rated at 4 psi, thats when it will come on. The way you know the light is working is during the start up self test. With ignition on, the oil light should light until the engine starts and builds psi. As long as the working light does not come on, youre golden. Ride on!
