maybe just maybe the first time the primary cover gasket was replaced it was misdiagnosed and at your 10k service it was properly diagnosed. Either way I think that your dealer is looking out for you and not filing false claims with HD. either way if the shift shaft seal was leaking (the most common seal failure on ANY HD) the primary cover gasket would be replaced during this repair. I would just call and ask my service advisor the REAL SCOOP and get some more details. please post after you do this.
Just a little more food for thought; If the practice of "padding" is widespread at dealers, it affects us all. The MSRP of new bikes is going to continue to rise as the MOCO has to include a certain amount of money in each bike for warranty work. Further it skews the information that the MOCO has regarding issues. Say 1K tranny seals are replaced by various dealers and 200 of them are bogus or "just to be thorough", how is HD supposed to know that? So a recall is issued costing hundreds of thousands of dollars, which gets made up for in the subsequent model year's prices. While that's an extreme example, most dealers are hurting right now and trying to make up for the lost revenue in bike and accessory sales somehow. Its unfortunate that some (hopefully a very small percentage) are not making up for it honestly.
Replacing the shifter seal won't make a difference with how it shifts.

Well, whatever was done made a differance. I haven't been able to ride it much because of bad weather moving through right now. But from what little I was able to ride, it was shifting very smooth. So smooth I wasn't sure it even went into gear till I let the clutch out. I'm used to it clunking when I shift, it's very weird, not sure if I like it yet. I guess I'll find out once I can put some miles on it.

The seal itself won't make a difference, but to get to the seal they have to remove the inner primary. Which means breaking down the clutch cable, removing the primary chain, clutch pack and compensator. So they would have had to do an internal clutch adjustment as well as adjust the clutch cable, which would make it smoother.

Good point and is probably why it's shifting smoother.

that along with the automatic primary chain adjuster has not proven that great LOL. I wish they could easily be checked.
