Default fluid level on streetglide

hey guys ,I have a few questions for the front end of my 2011 streetglide.Im gonna replace the lower sliders with some chrome and new cowbells also. I have done this before on other bike ive had just not on these particular bikes.my big question is fluid level. once i get the fluid drained and lowers installed do you need the fork level tool to make sure you have the correct amount in there? also if you use the tool do you have to taker the forks out of the triple trees to do it? Im wondering if you didnt take them out the tubes would be at an angle and the fluid level woulld measure different? also are there any tricks to making sure the fluid is flowing all the way through ,do you just pump the front end up and down by pushing on it with front brake held on? Ive been searching the forums for the last day and only found iclick on an 07 and the dealer said the newer09-12 bikes are different thanks guys for the help
