My memory goes back to the early or mid-90's. There were customs around then that had the HD hardside-bags and the bikes were slammed to the ground. They called these baggers. I never heardbikeswith a tour pak referred to as baggers, until recently. I guess the definition might be changing.

Bagger refers to touring class bike with saddlebags. I guess if you had a fairing and bags you could call it a fair bagger! A Road King is considered a bagger and they don't have fairings. Anything that has bags and is good for long trips.....choppers with bags, now that ain't a bagger and never will be
I have a 2024 Heritage Classic with hard saddlebags so I would definitely consider that a bagger tipping the scales at over 700 lb and feels like more being pushed up hill into my garage as the battery died two days after I got it.
