The clutch interlock switch is your problem.
It's got two wires:
1. black
2. black w/red stripe.
Not all,interlock switches are interchangeable. For example, my switch from a 2010 FLHXSE was not compatible with a 2012 FLHX, and vice versa.
I don't have the wiring pin outs handy at the moment, but I would bet it's a faulty switch that got goofed when the clutch lever perch and control housings were put back together.

Take it back to the Dealer...
They WILL fix it cause they Messed it up.
Wiring is the TOUGH thing to do correctly without the Proper tools...
No Bars In My Future... My Stock ones are fine and I would not want some one ELSE to monkey with the swap, I'd do it myself IF I did one. BUT that is Toooo much work so Stock it IS.

Played with the perch today and dis-assembled the switch housing had power at the switch and continuity at the switch put it back together and everything is working as it should.
I think it was just a little off at the lever and not contacting the switch.
