I got a 07 roadglide I want to shorten as much as I can. It has 12 shocks with lowering brackets. What is smallest shock size I can go with and get rid of the brackets.
Also what is lowest profile rear tire I can use.

There are lots of things you can do to improve your reach, like thick-soled/heeled riding boots, or have a pair modified so you gain an inch from them. You can also have the nose of your seat trimmed to improve access for your thighs, have the seat reworked to provide a lower profile. Frankly I would leave mods to the suspension until last - these things ride poor enough at stock height without stealing travel as well!
I got a pair of shocks that were reworked by bitchin baggers that are 11.25 in long for sale . If interested pm me. Also drop your front down an inch and you will be amazed at the difference it'll make.
Haven't spoken in awhile>>> Anyway Bitchen Baggers has cut down stock Harley air shocks. I was running there 10 3/4" shocks for awhile and they were pretty good for the money. They actually have 10 1/2" available last time I looked. Keep in mind as the travel goes away so does some of your ability to soak up bumps. I am now doing an evaluation on some new JRI shocks. My 10 3/4" will be up for sale shortly. If your interested let me know. I would definitely recommend shorter shocks before recommending the lowering blocks and changing the pitch angle of the shock. I have tried the Arnott system as well and while it was great lowered the ride quality was not good at all. That's just my observation. Some guys love them. Hope this helps! Be safe.

Most Harley motorcycles don't have huge lean angles today. Lowering the bike until you have tried a different seat and possibly higher boots is not a great idea unless to are content to ride fairly sedately.
What size rear wheel are you running? If it is stock you can probably do 11.5 shocks without issue but much more than that and you are going to have to double check the clearance between the tire and the fender. It is less of an issue if you ride one up only but consider that extra weight like a passenger on teh back of the bike can affect how low the bike sits and how much the shocks compress when going over a bump.
I recommend double checking clearance before riding if you go any shorter than you already have.
The Wifes Ultra I've change for her 5'5" height I lowered the front one inch and the rear one inch, installed a Corbin seat for short reach and cut the foam for her height. The ground cleaners is not to bad she can go over speed bumps without scraping the frame.
