Anybody know why these aren't supposed to fit pre-Rushmore bikes?

 

I have no idea to be honest.

 

There are two holes in your inner fairing, cannot recall if they are the same diameter as those found in the Rushmore. But the main reason why they don't fit is because of the offset both holes are from each other. (Pre-Rushmore offset is different than Rushmore offset).
It can be made to fit, you'll just have to either ream or make another hole on your inner fairing. If it was me, I would, not like anyone looks behind there. Only downfall is rain, water might get in there.
