It's an easy one. Just need to elongate the holes in the front mounting bracket. I had them on a 2012 road king. Which is the same setup as your bike.
And I think it's the front one. You'll know when you put them on. One hole lines up the other one requires the bracket to be moved a bit. I used a drill bit.

I believe so. I'm also unsure of what year bike they are off. They are 14+ and work no different than my 18.

Just for the record, I have a set of these mounted on my '12 RG and all I did was loosen the front mounting bracket to allow the hole to line up then tighten it up, no worries. I ran them for about 6 months but like my original bags better. Came off a '17 SG vivid black no stripe...
