The wheels were test fitted onto a 2008 Road Glide and also test fitted onto a 2007 Street Glide both with no problems.

08 uses a 25mm axle and bearings, 07 back uses a 1" axle and bearings. If the 07 axle fit the wheels, the the bearings would have to be changed to fit the 08. 07 axle will not go thru an 08 bearing but the 08 axle is loose in an 07 bearing.
