The Harley one does seem to lower the amount of flow, or at least re-direct it for me. I don't feel a whole lot of change with it open or closed, but it does make some difference. The bottom is tapered up away from the windshield instead of flat like the old ones to give the air a path. Still room for the garage door opener, phone and fob in the middle, flashlight, USB adapter and cable for phone charging, a couple of other little things in there. Not waterproof.
The last time I had the outer fairing off, I pulled up on the pouch after loosening the screws a bit, I got it to raise up maybe 1/8" or so from when it just sat on the screw lugs. If you'd want to raise it another say 1/4", you could easily do some creative trimming of the bottom where the screw holes are for a little more air flow. I'm considering doing that some time.

I put one on and took it back a week later. As others said, it's supposedly designed to work with the Rushmore fairing vent, but for me it obstructed the flow so that there was little difference between the vent open or vent closed. I prefer the vent open, and with the pouch on, it was as if the vent was always closed and it made for a more turbulent ride. I decided I could live with putting my phone in the tour pack and my keys in my pocket so that the vent can work the way it's supposed to.
By the way, if you do try one, ignore the instructions. You don't need to use different bolts, pull the fairing, put on the gaskets, etc. I put mine on in the HD dealer parking lot in 5 minutes using nothing but the hex key from the multi-tool that came with the trike.
