Default Tour-Pak racks question

Does someone know if the Premium and the Air Wing tour-pak rack can they be switched without having to drill new holes?

I believe it is the same hole pattern. If you look at the underside of the lid, there are locators in the mold where the holes are drilled.

Air wing requires one of the holes to be bigger for wiring
