trans takes 1 quart
primary is 36-40oz and I do not know off hand what yours is. suffice to say with bike standing upright and level practice is to fill to the bottom of the clutch drum.
owners manual does have this

engine capacity is 4 quarts but not all drains out so put in 3 and top up after running.

If you over fill the primary you will have problems finding neutral. Sounds just like Harley searching for a cover-up for the bearing that shouldn't be there. They have a scoop there to catch oil for the bearing. I guess that didn't work out very well??
My primary was just open to change the stator and the oil that went back in was less than a quart.

i was talking to the dealer earlier this year, they are now recommending topping off the primary, roughly qrt and a half. Bring it up all they way to the top. I asked it this was just on the 14 and up, he said no, they are doing this on all now. Too many compensator failures was what drove them to filling more. Harley has change the oil deflectors with the compensator at least once if not more times trying to circulate more oil. Now they just go with more oil.
