Quick question,
I currently own a 2013 iron, and was wondering, how do I know if I have rubber grommet in the front tank ears.

I believe that they stopped putting the grommets in tank ears around 2003. With your being a 2013, it will not have them.

I have a 1997 sportster and I'm wanting to do a tank lift and coil/ignition relocation. Since my bike is carbureted my choke sits where I notice my people relocate their coil to. Is there another possible way for me to go about this? Or am I out of luck on that option?

You are not out of luck, The choke **** stays in the same spot as stock, with the same bracket. Reference the picture below...
