Occasionally, I have reused them. But that's just me on my own bike and, "I'm a loner. A rebel Dottie."

I chase the female threads with a thread chaser or tap to make sure they are clean. Wire brush the bolt threads. If the bolts were not loose when you took them out, they should be fine. It's doubtful that the aluminium wheels would cause them to be over stretched. When a bolt is stretched to it's max, each consecutive reuse looses "clamping force" even though the torque wrench may be set the same each time. These bolts are not being stretched to it's max.
Loctite 242 is good for this application. 243 and 262 don't use on the wheels. 272 is OK, but not necessary.

I would not use a tap unless it was H1 fit.

I just bought these for mine. I think it was around $20 all 5. Seems like a no brainer on a 20k+ motorcycle?.. Service book for my 2009 calls says new bolts.

Yep yep yep.
Since everyone is participating well, anyone have a 2018 Softail service manual? Look up the torque. I'm all but positive mine said 100 ft lbs.

If you are going to use new bolts with a locktite patch 77-83 might be OK since the drag from the patch will require some additional torque to overcome even tho you torque and back off.. If using clean bolts with liquid locktite, I'd go for less.
