Default 84 electra glide.
Will the list be similar to put an 18x3.5 on my 84 electra glide front?

It's a bit more involved on older bikes like yours. I strongly recommend you visit the Evo section, where you can meet up with a few members who have done it already to similar bikes.

Will the stock rotors off of a 2006 SG bolt onto a 19" sg rim or do I need to do some shade tree stuff?

No ... just look at each Mounting BHC (Bolt Hole Circle), even in a photo ... Not even close
