FWIW I de-cat-ed my 2017 H-D Fat Boy mufflers today. I used: holesaw set incl extension (I bought this) bench vice with padding dark garage and headlamp It's not difficult if you're patient. It's better to stay away from the edges until you're through, and then clean up the edges. In the photo, the muffler on lhs is done.
