Hollow rear axel

As bike axles have got larger over the years they have been made hollow, expecially on other brands. Buells have had hollow axles for years! The centre of a solid axle doesn't add anything useful, except weight. Short of studying stress engineering it is not easy to give a better explanation.
IMHO you have nothing to worry about. Be thankful that Harley is at last taking excess weight seriously! Next time you're out take a look at BMWs, Ducatis etc.

Unlike a car axle that distributes the power/torque from the engine to the wheels. The axle on your Harley actually doesn't see much power. It just holds the wheel/tire in place and they roll on it with bearings.
It's weakness would come into play as how much weight it could hold up or what kind of abuse from the road it takes should be the concern.
