Default Changing a shovel frame to a step-down

It's common to weld on a hardtail to a shovel frame, but does anybody know if it's possible or practical to modify a shovel frame to become a step-down (Duo glide)?
The reason I'm asking is, a stock shovel frame just doesn't look right with stock panhead horseshoe oil tank. I really like the look of the step-down frame. If I start with a shovel frame, then I have a legal VIN, and then I can build it with any engine I want, like a 93" engine based on S&S pan-shovel cases or even a 93" S&S knucklehead.

What do you mean by a step down? Are you talking about a drop seat?
