Does this application require or could benefit from a clear coat on top?

I wouldn't use a clear coat. Its very smooth and rock hard once it cures.

I've been thinking about using this stuff instead of powder coat. I was thinking about possibly trying it out on these wheels but when I looked at rustoleum's website and it said not for outdoor use. Was a bit worried about the UV breaking it down over time. Does this stuff seem as durable as Powder Coating? Not too hard and brittle?

we get in wheels pretty often that have been epoxy painted, always covered in chips and cracks. it is not near as durable as powder and powder does not fade in the UV, like epoxy does

It all depends on how long you want your bike down. Now that I live where there is an actual winter again and I live 3 hours from Joe now I'll go powder hopefully this winter I'll get started. I already have the rocker covers from him. 6 years since I've done the epoxy on my forks and they are still just as black. A few tiny chips here and there, but I don't think thats too avoidable on the forks whether you go powder or epoxy. And you have to get close to notice.

Yeah I hear ya. My factory black lower legs are already chipped up and I bought my bike in March. The sun is a huge issue for me though being I live in AZ. The sun is INTENSE out here and I do ride it to work sometimes and when I do it's in the sun for most of the day. I've had shitty powder coat go to **** and I've had good powder coat that has never dulled out in the sun all on the same bike/same exposure times. UV is basically my biggest factor.
