Default Lowest side mount plate option?

I currently have a vertical mount license plate. Just bought a set of saddlebags and don't want to move the license plate to the fender. I thought at one point I saw a forum member that had their license plate mounted horizontally so that it fell just under the saddlebag. To get the license plate that low, from where would it be mounted? Does anyone know where I can find that bracket and plate holder?

I think the axle bolt is as low as you can go without scraping. I have the Cycle Visions "in close" horizontal mount. No complaints.

If you are going to keep the bags on permanently, mount the tag to the bag.

That would be the easiest, but they will be off more than on.

Do you ride bags with that install? Doesn't look low enough. Might just have to fab a bracket to get it lower. Prefer to do something off-the-shelf since I don't have the tools or ingenuity to do the fab. My Dad's got a '68 and has to fab parts all the time. I'm sure he can come up with something. And since the bracket will be largely hidden by the bag itself, it doesn't have to be that pretty.
