2014 Street Bob - 24mpg?
Went 94 miles and put in 3.92 gallons. That seems pretty terrible. The bike runs fine and just had its 1000 mile service and everything checked out A-OK. I don't consider myself to be a really aggressive rider but maybe the issue is my right wrist? Can spirited riding really have that much effect on mileage? This is about 50/50 city riding and stretches of 45-65mph parkways.

That does seem low. No matter how hard I'm on the throttle I usually get at least 10 mpg better than that. And that's with the bike running a bit richer with the tuner.
Since the bike is new to you it's possible you are throttle happy. Nothing wrong with that, it's just more fun that way.
What I would do would be to top off the tank, get on the highway and cruise for 100 miles at a steady 65 mph. Refill the tank and check your mileage.

Two up city riding can drop it. It does seem low. You have the 103 right?? I have the 96 and I have got 27mpg before but that was 100% city driving to and from work right after I put BCT baffles in so I was heavy on the throttle just listening...lol!! Usually I get 34-37 pure city. 37-45 mixed and around 45-50 mpg for highway. My best without my Powercommander was 51mpg. After the PCV, air cleaner and exhaust best was 50mpg, most of the time around 48mpg. Oh and I weigh 235 and I only ride solo.

I broke it in by keeping out of 6th and keeping the RPMs up (not lugging it), not pushing it hard when cold, the usual common sense stuff. I still don't think I've gone to WOT on it. There is the possibility that I didn't fill the bike all the way up the time before.

I'm not real familiar with these yet as I just got mine, but I had a very similar experience with my '04 R1. Previous owner was getting 35-40mpg racing it, and I couldn't get more than 28mpg babying it. In that instance, it turned out that when I cleaned the air filter, which is under the fuel tank, I had pinched or kinked the fuel return line from the fuel pressure regulator back to the fuel tank. That prevented the fuel system from regulating the fuel pressure and since the fuel couldn't return to the tank, it went out the injectors. It wasn't a lot so the bike was running a little rich, but not to the point that it was noticeable to the ride. It just got terrible fuel economy. Not saying that's your problem, just something to keep in mind.
