Default Looks like the Metal has a disease...LOOK!

So I'm looking into buying a 2003 Dyna FXD. Went to go look at one today off Craigslist and saw the forks looked like it went through some type of oxidation, etc. I don't even know how to explain it. But I took pics. Looks like the Wheels have some of this stuff. **see pics below**

Do you know if this is easy to fix or is it damaged? Or does it just need some cleaning?

That's pretty nasty, but powder coating will fix that. Depends if it's a good deal on the ride.

We get that a lot on the Gulf Coast...I didn't want to take them apart to get them powder coated so I decided to polish the tubes up and they look real nice...but I just gotta stay at it keeping them clean. The photo below shows how bad they looked before... When I can tear myself away from riding every chance I can get I will pull the wheels and either paint them or get them powder coated...
