Rolling it in gear has nothing to do with the starter, the only time the starter is engaged to the clutch hub ring gear is when the starter is energized.

I am lost here. My thought was possibly the clutch pack is locked and the starter is engaging and trying to start the motor and turning the transmission/drivetrain. What is "in gear" lost me.

I don't think my issue is power related as I do have power enough once I turn the engine a little by pushing the cycle in gear. Somehow that activates the starter.
