91 ULTRA REBUILD. Good news + Bad news.!
Good news.....Motor turns over freely with Spark plugs out and Tranny in high gear.
Bad news..Battery connected (fully charged 14+v),Spark plugs still out,Tranny in neutral, rear wheel elevated, Motor feels "tight" when turned over and battery loses voltage (to 12v) rapidly. Any suggestions?

Didn't you just do a top end on that thing???
Of course it is gonna be tight until it is broken in!!!!
BTW fully charged on a battery is 12.6 volts not 14v.
You are probably reading 14v because of the battery tender you have it on.
As for suggestions put the damn spark plugs in it and go for a damn ride!!!!!!!!!!!!
Stop looking for things to be wrong!!!!!!!!

Go up onto your battlements or drop the drawbridge and meander up to the nearest hilltop and wait for loud bang .
