I had a scary wobble on my bike at one time. I replaced the tires and used balance beads and it went away. I got rid of the sucky Dunlop 402s. I had no play in my swing arm so, I figured that couldn't be it. I also replaced my front engine mount recently but, the wobble cleared up with tires and balance beads. Before, there was a couple of times out on the interstate when I was pretty sure I was about to be dead from that wobble. Don't give up. You can fix this.

the tires are brand new and balanced with weights on the outside of the wheel as i believe is standard practice they are not laced wheels either. , none of the harley dealers near me are willing to look at it because of its age i get the we dont service pre twin cam answer.

Seriously, try tightening up your neck bearings.
What have you got to loose?

Did you ever check the motor mounts? You know that's part of the suspension, right?

1: When you did the swingarm bearings did you also do the oval isolator rubbers?

2: Mark the spokes where the wheel weights are and then take them all off and ride it again

3: Check frame and motor mounts for cracks

4: Check you aren't running a cheapo rear tyre with soggy sidewalls like Kees found with his Shinko

That's in your factory service manual.

A number of things come to mind, which 'manual' you have being the first. What brand and version of tyres do you have - that is important because they do not all use stock air pressures. Have you replaced front and rear engine mounts? Just because the back end seems to be a problem doesn't mean the problem is actually there, so pay attention to the other suggestions.

Above all else let us know what you find when doing what has been suggested!

He may be referring to the spacers on the rear axle. They are different right/left.

I had a wobble to mine but it was at higher speeds. I did a few things at once but the problem ended up being corrected on the long trip I just took. A major problem was the service man that changed my tire forgot one of the spacers on the rear wheel. So if the wheel has been off, I would for sure check that. I also changed out the rear wheel bearings while I was back there and ran my tire pressure at 40. The front wheel bearings were fine. It seems to be corrected.
