Dumb question... But important to me SO LOOk
Every time I have taken my front wheel off on my evo softail, per the manual it says to tighten the fork cap bolts then Axel but and loosen the cap nuts and retighten them. Today when I was doing this I noticed that before this paragraph it says in small print for fxe. Now every time I did this in the past my wheel is always off center on the fender.
Today I didn't re-loosen the cap nuts and it is now dead nuts center. I have always noticed that the bike always pulled a little to the left no matter what I adjusted or did.
My question I guess is......on a fxstc do you have to re-loosen the cap nuts after you torque the Axel nut?

Unless that is you put a screwdriver through the hole in the axle to hold it steady while you tighten the axle nut first then go back and tighten the cap nut screws (which is the way I do it).

It is important to do, weather you do as the manual or THC and John's way.
THC and Johns is the what I do too and most I know do it their way. It sets the bearings against the spacer in the wheel which in turn gets the bearing end play to within spec. Or should.
As to the wheel being off center. The spacer on the left side is going to play a part in where the wheel lines up. Cable drive speedo??, there is more than 1 thickness of them to be had.

It is far more important for the bike to track straight IMO.

In that case he needs a slightly shorter spacer on the left.
