I chassed this problem for over a year on my evo, It is a lean problem caused by either an air leak, lean jetting or both.
First replace intake seals and the seal from the carb to the manifold. second (since the carb is off) replace the OEM needle with a 88XL needle. This will richen up the mid range RPM. Check the jetting while you're in there. With an air cleaner and exhaust, I would run a 46-48 and 180-185 but would be guessing. If you dont dyno it get a few sets of cheapo plugs and do plug checks with various adjustments.
