Default Need some tips on my two tone project

Let me start out by stating that I am a novice when it comes to paint. I've pulled off some single color jobs with growing success, but now I'm stuck on a two tone layout for my FLHT. I actually want three colors, the third being a stripe separating the top and bottom colors maybe 1" wide. The other thing is that I don't want to make the separation a straight line, I want to do some zigzag kinda things along the way. What I can't figure is what to spray first. First I thought paint the area when the line will be, then tape that up and spray the other colors then clear. But is this the right way?

I'm going to try to paint my bags to match my bike which is a two tone and a pen stripe to separate the other 2 colors. I believe you start with the lightest color first. I did a little body work about 19 years ago so take it with a grain of salt!
