Default Locked out of neutral

Hello,
I bought a 2014 Road King in October. I put 500 miles on it before winter. Over the winter I put Wild 1 12.5" apes on which required new brake lines and clutch cable. I also installed Fuel Moto head pipes with 4" Rinehart slip-ons, micro tuner and air kit. (I know...warranty!) I planned to ride it to work today (first time out). Started it up, let it warm up, put it in gear and pulled it out of the garage. Went to put it in neutral so I could close the garage door. That wasn't happening. I rocked the bike, feathered the clutch...no deal. When I step on the shift lever there is no give or play. I can go up and down in gears, but when trying for neutral the shifter is rock solid. I adjusted the clutch just in case that was the issue, as well as the clutch cable. If I have to I will open the clutch cable housing again and check if everything is in order. But, the clutch seems to engage fine. The bike did not lurch when I put it in gear or when I shift up. So, could it be something electronic? All other electronics seem to be working fine.
Any help is appreciated.

Not sure I understand " shifter is rock solid" You mean it won't shift? It goes into 1st and second though?

Sounds like the clutch cable was not adjusted properly. Did you do the adjustments by the manual? I don't back my clutch rod off a 1/2 turn. I only do a 1/4 turn. Gives a little more disengagement. And still have plenty of play....
