Just to add my 2 cents...
I live in Oklahoma. Another state that does not require tagging of trailers.
I have pulled bass boats across a few states and have never been stopped or questioned about it. Had always heard that since we didn't need them in Ok. we didn't need them in any state. BUT, I have a buddy that was pulling their bikes through Texas where they are supposed to have tags. He argued with the young whipper snapper, but got a ticket anyway. Probably could have fought it, but having to take off work and go to court wasn't worth it. He just paid the ticket.
Tennessee may be a little nicer, but it may not be worth the hassle of even being stopped. the LEO can't tell what state you are from till they have you stopped and see your tags.
$80 does seem a little steep for a permanent trailer tag though. I think it is more like $30+/- here in Ok.

I never put a tag on a trailer till I decided to make some long distance trips and haul the bike to the area I want to ride. I have heard horror stories from some SC guys who got stopped and harassed after a leo stopped them for no tags.
I bought a tag for my 6X10 enclosed trailer just to avoid any issues when I may be halfway across the country. In SC you can get a permanent tag for about $80 and you do not have to pay property taxes on it like you do a motor vehicle. The DMV will only make you pay sales tax if you didn't already pay them when you bought the trailer.

Tenn Trailer Tags
As others have said, you don't need a trailer tag in Tn. A lady at the DMV tag office informed me I didn't need a tag but also said I may get hassled in other states if I don't have one. Permanent tags are $90.00 here so I just got a regular tag and renew it every year. It's about 20 bucks a year.
