GOOD NEWS! Get home, put a couple gallons of gas in it, and voila, runs like a champ. Ordering new internal fuel lines, and filter. Should I go ahead and replace that regulator as well while I have it all opened up?

The regulator is not typically the problem, the problem is the plastic housing the regulator resides in. They break and the fuel will spray out around the regulator rather than passing through it. The fact that it doesn't happen with the tank full almost makes it certain it is the reg housing or a line. Now, you can get a housing from HD, or an aftermarket one from Drag Specialties, but you are replacing a poor design with another. Trask makes a billet version that we use at the shop any time we run across this (at least one every eight weeks or so). This billet aluminum one is not cheap $~60, but it cannot break or warp like the stock plastic version. You may also want to get a new rubber seal and hardware for the plate on top of the tank. Your old rubber seal is now old and dry and may not seal well. The screws have plastic sleeves that help seal as well and they break often as well. Inspect your gasket and hardware before reinstalling and replace if anything is suspect otherwise you can end up with a crotch full of fresh 93 octane! Let us know if you have any other questions about this. If you are mechanically inclined this won't be too big of a hurdle to clear. Another tip, be gentle undoing the quick release from the check valve and make sure the o-ring in the check valve remains seated in its recess or this union will leak when you put it back together.
