I had the same problem. I bought the Ace of Spades bolts from one of the members on this board. They are really great quality. I then undid the bracket from the seat, lined it up correctly, cut two holes in the right places, and screwed the bracket back onto the seat with the bib between the two. Attached the whole thing back to the bike and now, no bracket can be seen. Pics below:

The "ace of spades" seatbolts are from Mark on this forum. He hunts on the deluxe part of the forum. Excellent quality and a great guy to do business with. You can email him at mjdebellis@optonline.net I am sure he would be very pleased to hook you upwith a set.
I did no drilling of the bracket at all.I also have an07 Heritage so I hope it is the same. The Mustang Bib I bought had two holes already in the correct place for the bolts coming through the fender. What I wanted was to have the bib under the seat and on top of the bracket so you could not see the bracket.
What I did was:
Take the seat totally off the bike. Take the bracket off the seat (twobolts under the seat). Now, place the bib upside down with the bracket on top of it. Line up the two holes in the bib with the back holes of the bracket which attach to the fender.Mark the bib with a pen through the holes in the front of the bracket where the bracket screws to the seat. Punch holes out of the bib here so thebolts can go through the bracket and the bib and screw back into the seat (on mine they were very close to the edge of the bib). Now screwthe bracket back to the seat with the bib between the bracket and seat.
Put the seat back on the bike and the bolts from the back fender should go through the bracket and the holes in the bib which were there when you bought it (assuming you have lined them up correctly). Put on your new Ace of Spades nuts, screw the back of the bib to the fender with the bolt provided and ride hard.
