Lets assume it's in perfect condition. In my experience, here's how it goes:
You offer $12,000.
He says $14,000.
You say $12,500.
He says $13,500.
You say $13,000.
Now this where I would (whether I'm buyer or seller) rap it up at $13,250.
I'm mostly kidding here, but you just have to negotiate (if you really like the bike) and see what happens. You can always walk away.

HD1044, You said you were going to look at it today. Did you go? Just curious what happened if you did. Let us know how it went. hotrod351 makes a good point. There are some good deals on low mileage Heritages (with tons of mods) to be had out there. The problem is (maybe) where the bikes are physically located. Finding the perfect deal in your own "neck of the woods" may take some time.
