I just went through a very similar exercise, putting a set of '15 iron rims on my '12 sportster.
Theoretically, you don't need anything as the hubs of the new rims are the same width as the old ones. You just use the bearings and the inner spacer from the old wheels. Axle spacers will fit just fine.
That said, removing and reinserting bearings is not necessarily advisable as they tend to suffer. Also on a '07 bike, you could just about get a new set of bearings.
So I would get a new set of bearings (9247 and 9267, I think, 2 each), but preferably not at HD but some (reputable) aftermarket place, they will be a lot cheaper and most likely from the same manufacturer. You will still need to remove the bearings from the old wheels to get out the inner spacer, but otherwise you are all set.
