If they're spoke wheels, probably have tubes, haven't heard of any of the 883C spoke wheels being tubeless. Hard to tell from the valve stem, both types can have a retaining nut on the outside of the wheel. Pop in tubeless stems are easy, have a rubber flange that extends over the hole in the wheel, but I'd be surprised if you had one of those. If you're asking because it's time for new tires, I'd replace the tube, too, they're not that expensive, even from a Harley dealer. I wouldn't save a few bucks for a thin and cheap Chinese tube.
There are kits to use tubeless tires on spoke wheels, but I'd never trust them, not done perfectly, they could be a disaster.
