I'm sure you can make it work but it's not a direct fit. You will need to somehow mount it higher than it normally sits in order for your saddle bag lids to ba able to open properly.
I suspect you will need the 2015 detach kit and adapt your tourpak to fit it, if necessary. You may be lucky and find the fixing hole pattern is the same, as Harley seems to cling to such small things over the successive upgrades they make!

Did you use the 4 four point attachment bracket from your 13?
Thanks for the replies. My friend just picked up a 2015 Road Glide Special with the 4 point detachable kit, so when he stops by I will give it a try and report back.
I have an "old" style tp on my 15 RG and it fits fine. When I open my saddlebags the lids barely touch the rubber bumpers on the bottom of the tp. If I manipulate the saddlebag lid I can easily clear the tp. If I put a small spacer between the tp and the mounting bracket I could probably fix that.
