Try just getting the download first. The OEM breather on your 14 FLHTK is suppose to suck as much air as the Stag 1 breather.

As always, "it depends".
Do you want to keep your bike fully EPA compliant, or do you want the most performance bang for your buck?
If you want to keep it EPA compliant, and give up some potential performance gains to keep it compliant, then get the H-D download.
If you want to get your full money's worth for the air cleaner and exhaust, then you're going to have to buy a tuner of some kind, and if it's a full featured flash tuner, then you can have it tuned by a professional and you'll be able to get the best performance you can get.

I am gonna chime in here having done this to 2 bikes in the last 2 years. To start with if you take it to Harley they are probably gonna try to sell you the Screaming Eagle Street Tuner which is a piece of crap, then the Screaming Eagle heavy or Big Breather which is in the same category. Whatever pipes you decide won't make a huge difference here. It will gain 10 to 15% more *** and you will be out about 2 grand if you go with a dyno tune afterwards.
I would go with an Arlen Ness or Kuryakan AC, a Power Commander 5, and a 2 into one exhaust. Jamie at Fuel Moto can pre-program your PC 5 to whatever exhaust and AC you go with and he is spot on, you won't need to waste 350 to 500 bucks on a dyno tune. If warranty is an issue an Indy with a certified Harley tech can do this and it won't void the warranty just save the receipts.
The route I gave you will make the bike run right by the one Harley will set up and will be a lot cheaper.
