Which states actually do emissions tests on bikes? The only reason I ask is to be sure that I never move to one!

Things change. When I lived in California there was no helmet law.
Now I hear there is.


Colorado sounds nice. I hear the air gets smoky at times.

Yeah, the smoke blowing in from the wildfires was thick as mud this summer, at least in the Denver area. Viz down to less than 1/2 mile at times. No smoky smell at all, though, and it kept the temps and local fire danger down, too. So at least there's that...

i think he was referring Colorado being a "free" state.

Yep. it's nice to have a choice instead of having a "nanny" state govt. decide for you.
