My thought is you can ride it but will be unable to pass an emissions
test. And perhaps engine life will be reduced, but like maybe only get
100,000 miles instead of 200,000.
Like the Volkswagen idea of just passing the emissions test then running
the old way.
Just thinking out loud, I am not prepared to defend this idea.
If you are willing to ride a twin cooled bike with just air cooled, why buy one?

Yes. Emissions test. EPA regulations. government stuff.
My point, which I was not prepared to defend, was that perhaps the
water pump was put in place to meet manufacturing requirements and
if things work all right if it fails there is no big penalty in not fixing it.
that is the topic here.
Sounds to me like the answer to the question is a qualified YES.

Yeah, the smoke blowing in from the wildfires was thick as mud this summer, at least in the Denver area. Viz down to less than 1/2 mile at times. No smoky smell at all, though, and it kept the temps and local fire danger down, too. So at least there's that...
