I think it s the HD specifications that are not too clear. Whether you want the wired, or the wireless intercom, you need to purchase and install the hardware, i.e., modify the bike. Rather than "Rider/Passenger Intercom 'Standard,'" the should have listed it as 'Supported.'

Hmmm.
Well I might be wrong, but I thought the last few years HD stated the Touring bikes, Trikes, CVO etc listed Rider and Passenger intercom as standard and that meant with the addition of the headsets and connected via the coiled cable to the bike. The way I see it this year is it is still standard and you can add the new BT wireless WHIM. The CVO models seem to be the only one that includes it as standard equipment. Most of them came with one or two headsets (wired) included.

I don't think any of them (at least since 1999) came with two headsets; my last 3 bikes each came with only one headset. Sometimes you might get the dealer to throw in a second headset to sweeten the deal.
