However, there's another possibility for what Rhettm and I experienced: There is a distinct possibility that the dealer simply replaced the parts themselves, without ever submitting a warranty claim, and ate the cost, just to keep a good customer happy.

None of them, and I mean none, had the finish coming off the lowers like mine did.
It was a defective application of the finish, or defective finish. And it started coming off when the bike was less than a year old.

The look you are experiencing is a result of road debris damaging the clear cot on the lower legs ... You can replace the lowers with chrome units OR you can strip the rest of the clear coat finish, sand ( starting with about a 600 grit wet or dry paper then going up to 800 then 1,000, maybe higher if you wish ) then polish ... it takes time but the results are worth it

Almost 2 hours to do both with a couple of short breaks.
Here is the video I watched before starting. He says it took him an hour and 15 minutes. The reflector on the side of the fork that I had to sand around slowed me down.

Wow, I don't know how you managed to do this in 2 hours, I had a go this weekend and it took me nearly two days.

Well this explains the used M8s I saw at the dealership. Every one of them looked like they rode through 1000 miles of salt. I’ve owned a lot of Harley’s, my newest is a 2014 Limited, and none of them ever look like that. Even the dealer was scratching his head. Harley switched to something else on the Milwaukee 8s.
