With your budget I would go with the same HU that I suggested in the other thread but I would go with a better amp and speakers. I would most definitely put speakers in the lowers and just leave the TP alone since it's off most of the time. You can get a splash guard from Biketronics (part BT68) for around $20 for when you're caught in the rain.

So the hu you suggested, 4 hcx speakers, RF 400 amp. Will I need a amp bracket? Who makes the best lower pods, and can I get the amp wiring kit from rf?

Ditch the RF amp. It offers no flexibility at all.
Go with the Stinger 700/4. You can get by without an amp bracket but they do make the install a bit easier. I wouldn't buy a wiring kit. You should be able to source your wire locally. You'll need 6ft of 8ga hot and ground wire and 16ga speaker wire. You'll also need 2 1.5" Stinger 4000 rca cables. And an inline maxi fuse holder.
