I'm gonna have to say that is one more place for the chrome guys to mount another piece of chrome to
HD probably makes a chrome triangle with Live to Ride on it and Kuryakyn makes one with a chrome tribal flame thing

This is purely a guess, but I do have some manufacturing experience. Sometimes bolt holes are incorporated into designs purely to aid in the manufacturing process, ie, to hold the part during machining, painting, etc.

That makes sense, the 3 holes are centered on the inner primary and would be the minimum needed to hold a heavy part in a solid manner...
Alright, all cajoling aside, no doubt for machining purposes. They machined those three holes, mount it on a contraption and then perfectly vertically match both sides.
