The flange nuts on the heads?

They don't need to be very tight. I don't have my FSM handy but I think they're only like 10 foot pounds. To avoid loosening, use a second jam nut or "Stover" locking nuts.

Here is the procedure, starting with the front:
install lower nut finger tight
install upper nut to 9-18 in/lbs.
tighten lower to 60-80 in/lbs.
tighten upper to 60-80
repeat with the rear nuts
NOTE: these are inch pounds, not foot pounds
If you are referring to the flange nuts, be sure to check them after a couple of heat cycles to see they haven't loosened up.
