No the older Dynas don't suck but in 2006 the bike was greatly upgraded, new fork, new rear tire, new frame geometry, EFI TC88 with a six speed. So the bike rides and handles much better and has made a huge move beyond sharing parts and somewhat of the same look with the Sportster.
Now the differences between the 06 and 07-08 are minimal so getting a nice used 06 will get you 90% of what a new one offers.

I have an 02 FXDWG. I bought it in 06' with 5000 miles on it for $12.5. Clean title. It was one hell of a deal then, especially with Florida prices.
Would I like a bigger engine? Sure. Would I like EFI reliability - maybe. A sixth speed? *shrug*
My 02 kicks azz. I've ridden some of the newer ones, and some other 02-05ish also. Wouldn't trade mine. Like others have said, it's the market right now. Get them while they're hot. I wouldn't part with mine for less than 15k (at this juncture in my life anyhow...) which I would promptly put down on a Road Glide - but then I'd miss my DWG, my carb, my wicked rear fender, having to adjust the choke (enricher) at high altitude and all the other fun stuff that goes with it.
Dynas never go out of style man. Those folks selling them for lower money have either traded to a bigger bike, or just don't realize yet what all they'd miss about their older dyna.

definatly not
i owned a 1989 FXR and now wished i hadnt sold it.
best handling harley ever made in my opinion.
i had it staged two,d ,with headquarter cams ,fournales rear shocks ,JMC swing arm, supertrapp two into one exhaust,astralite front wheel ,pm brakes etc
this bike would fly,and handle at the same time corners were no problem ,in my younger days(i have slowed down now)i could really **** off some of the plastic rocket brigade with this bike.Nearest thing i have found so far and it is not close is the streetbob.

Addressing the original question; no, the pre-'06's don't suck at all. Younger bro bought an '04 and it's been sweet. WhenI decided to to switch from rice to nice, it was his DWG that sealed whatI would eventually buy. That pretty red '99 for 7-large is an example of what deals can be found out there.
