the rise should be measured at the end of the "grip" with the bars completely on the vertical. like pushed up against a wall for instance.
if a certain companys bars are flat actodd the pull back, than the measurement at the bends of course will be the same as measured for actual rise. harley appears to have a dip from the bar overall height to the rise. which is usuall for many bars.
rise should be a measurement w/o risrs, that indicates where the bars meet your hands.

Careful - I had a set of brand new 12" mini apes from J&P Cycles in my attic when I bought my 07 Street Bob. It had fallen on a trailer and the bars were bent so I pulled out the J&P ones. They matched up to the stock SB bars exactly except for the bent part, of course.
That's strange.. my standard ape on my 07 streetbob measure 10", so therefore the 14" Burly narrow apes I want to order must work out 4" taller or ???????????

Should be. My 15" Kodlins side by side the mini's were a 5" difference. I measured the same as you!
