Welcome to the forum

First do you plan on working on the bike yourself??
If yes then get a Factory Service Manual.
If no then find a good mechanic.

Second Evo's were all 80" from the factory but could be turned into an 89" with a stroker kit or a '96 with bigger jugs and pistons added to the stroker kit.

Third what carb do you have and what jets are in it now???

The possibility exists that previously there was a leak in the intake gaskets and PO richened the carb up to compensate. Not a good idea but it wouldn't be the first idiotic thing done by a PO of a bike. The list is very long on that one.

Put the baffles back in!!!!!!!!!!!!!!!!!
Your bike will run like crap without them!!!!!!!!!!

Well to be honest you can run either torque cones or lollipops but it's best to use baffles IMO.

'99 softails were EVO's.
The PO could have been an idiot or selling for someone else and got the numbers wrong.

Picts would help but OP doesn't have enough posts to post a picture yet.

What does "started running rich" mean, specifically? What did it start doing that made you think it was over-rich?

Other than changing the jets, what does the "mechanic" say he did?

Just waking up......i bought it of a new Ryder who allowed it to sit for a year...not really bowing the bike. Rich mean going from 150 highway miles to 85 highway miles ..vlack smoke...but I do believe it was the idle adjust. Sounded like the choke was open a bit....going sir a couple hr ride on highway in hour just to see

Needle valve not sealing? Pull the carb. Q-tip and polishing compound on the needle valve seat. Replace needle valve. Set float level.

Double check the enricher cable while you're at it.
