I think you would find the range would be very poor. You are starting with a heavy bike setup up. Part of what makes a electric vehicle successful is they make a very light chassis and put the weight in batteries. There have been electric bikes but they are always a smaller/lighter chassis.
Which that also asks the question of why a touring setup? You aren't going to tour very far on battery. Even the new harley has a pretty limited range and it has a lot of technology to recover electricity during braking etc.

I can appreciate that, however, you won't need a transmission and you already start with a chassis that you have to fabricate a pivot point for the swingarm. Baggers use the back of the trans for the pivot point. Perhaps start with a soft tail or something that has a swingarm attached to the frame. You could always make "saddle bags" to hide the batteries.
