Default plugs almost white

ever since i got my bike, about 14,000 miles ago and 4 years, its always been sluggish from a dead stop. the plugs are leaning towards white but with todays gas i figured that was it. it runs fine, doesnt run hot, the pipes are black and sooty inside. ive tried adjusting the accelerator pump and it helps some. i bought the bike from a guy in arizona and have always figured it was setup right. now wounder if ive been running lean all this time. where do i start, its a S&S Super E.

I'm currently running super E on 2 bikes. My plugs are a very light tan and sometimes just off white depending on outside temp. I live near sea level and I'm using a 29.5 intermediate jet, 72 main jet and idle mixture is between 1 1/8- 1 1/4 turns out from lightly seated.
When I lived in Montana I used 28 intermediate and 70 main with the same idle mixture setting.
My engine is pretty much stock tho I have free breathing pipes with baffles.
You could have a timing issue. Or maybe your bike is tall geared so taking off seems under powered. I had a 93 Heritage that was that way. The rear sprocket was a 65 tooth if I remember. Most others at the time had 72 tooth sprockets. I always thought it was under powered since it was new and I lived in Montana at the time.
Hope this helps!

well just went out and started it up. starts right up and is responsive. so its responsive when it cold but when it gets up to temp it hesitates form a stop.

just my 2 cents.......
check for a manifold leak. when you crack the throttle, you create high vaccum, and with an intake leak, it sucks more air, leaning out the mixture. would give you a hesitation for sure. beyond that, might just be the jetting. i know mine is much more responsive now after jetting up one size, slow and main.

Divide by 2 and reverse? 147 main, 32 pilot?
