Mainly because Harly didn't get the copyrights correct and everybody started building evos. For that reason the MOCO was loosing money on it so they designed a new motor and made sure they got the copy rights correct.

CA emission standards and noise by-laws (gear drive). I believe were the demise of the EVO. I am by no means a mechanic but have worked on cars and bikes all my life and I compare it to this, I have a 69 Intermecanica and can do just about anything on it and run the **** out of it all day long, any problems and a toolbox in the trunk and off I go, my 08 Caddy no way. Same goes for my Evo with some help from my brothers and a little time I can fix or do anything to her. Where I live there I live there is no shortage of nice Twinkie’s sitting at the dealer or doughnut shop but I love to ride and I “ride her like I stole her” all day long. I have nothing bad to say about the Twinkie’s just not for me, I like to know my ride.

Here's a link with tech answers and history. The evo is the best engine platform there is. If you look at newer engines they are different but built upon that design platform.
