I have a profile picture that shows on the User CP page but it does not show up on any of my posts. I only have 24 posts (quality, not quantity!!) so I was wondering if that is the reason. Do I need more posts before it shows up?

You need to provide a link to your image. The image needs to be hosted either here, in your Garage or a hosting service such as Photobucket.

 

I had previously uploaded the file to the forum site. As I said above, I can see it in the User CP (beside where it offers the option to delete the current image) but it never shows up on my posts.

It was a .jpg but checking the url of the image that I can see, it as a .gif. Not sure what's up with that.

Nothing to do with your post count.

The Profile Pic is displayed only on your profile not your posts.

The Avatar is displayed on your posts, to the left of your Screen name. For instance my Avatar is a pic of a handsome bald guy with a gray beard sitting on a bike. The image can come from a hosting site or from your computer. There are size restrictions.
